Top Officers of KVS
Commissioner
Shri Santosh Kumar Mall assumed office of the Commissioner of Kendriya Vidyalaya Sangathan, an autonomous organisation of School Education under Ministry of Human Resource Development, on 1st May 2015.

A 1997 batch officer of the Indian Administrative Services, Mr Mall did his schooling from UP Board with 2nd and 8th position in merit list of the Board in High School and Intermediate Examination respectively. He was conferred Gold Medal for standing among top 25 in the National Standard Examination in Physics now recognised as National Physics Olympiad. He did his B. Tech and M. Tech in Mechanical Engineering from IIT Kanpur.

He passed NTSE and received National Talent Search Scholarship from 1988 to 1994 and topped UPSC Engineering Service Examination 1995. With outstanding academic credentials, he has got wide range of interest in co-curricular activities as well. He held Student’s Pilot Licence in Glider Flying and was awarded Director’s Gold Medal for best performance in extracurricular activities among IAS Officer Trainees at LBSNAA. At the Academy, he was awarded for outstanding performance in horse riding and also bagged Gold Medal in ‘Management & Behavioural Sciences’

He served as District Magistrate and Collector for a period of more than 10 years in the districts of Jehanabad, Siwan, Bhagalpur, Darbhanga and Muzaffarpur and was known for his effective administrative skills in enforcement of Rule of Law. He held the charge of Vice Chairman, Patna Regional Development Authority cum MD, and Bihar State Housing Board from Dec 2004 to May 2005. He pioneered initiatives for payment into bank accounts under NREGA during 2007 & 2008 during his tenure as DM and Collector of Siwan and Bhagalpur. He later served in the capacity of Additional Secretary Rural Development –cum-Commissioner NREGA from Aug. 2009 to Jan 2010. He held the position of Secretary, Finance, Resources GoB followed by his short duration placement as Commissioner, Siwan Division Chhapra. Under Govt. of Bihar he also served as Secretary, Animal Husbandry, Dairy & Fisheries from July 2013 to Jan 2014 followed by his short duration posting as MD South Bihar Power Distribution Company Ltd. Before joining KVS as Commissioner, he was Private Secretary to Agriculture Minister from June 2014.

As an Officer with result oriented approach, he has introduced effective monitoring mechanism at each level in KVS to ensure that students get the best quality education in the system. Introduction of tool for effective supervision of KVs and Regional Offices, institutionalisation of Academic Loss Compensation Programme, Project for Strengthening of Reading Skills among children, Special recognition scheme for KVs under sanitation drive, introduction of Swasth Bachche Swasth Bharat Programme – Fitness Report Card to all students, distribution of tablets with preloaded content in Maths & Science to identified KVs of the country as a digital initiative in teaching & learning have been some of the initiatives in KVS under his leadership.

His keen interest in promotion of sports and nurturing of talent in KVs was recognized by the Ministry of Sports & Youth Affairs by conferring “Rashtriya Khel Protsahan Puraskar 2017” by Hon`ble President of India, Shri Ramnath Kovind ji. Earlier, in 2016, he received two awards (i) “Cleanest School Award” (KV FRI Dehradun) by Hon’ble Prime Minister Sh. Narendra Modi ji; (ii) “Silver Elephant Award” – the highest award of Scout and Guide Movement in India by H.E. President of India, Shri Pranab Mukherjee at Rashtrapati Bhawan. In collaboration with prestigious institutes in the field of academics and management, the teachers and Principals have been trained on pedagogy, content related issues, assessment & evaluation, leadership and management related domains for effective classroom transaction and school management. His effort has been to ensure that KVS becomes a pace setting organisation in true spirit. Under his dynamic leadership, the KVS has stepped into an era of transparency and accountability.

Additional Commissioner (Academics)
Mr. U N Khaware started his career in KVS as Education Officer now known as Assistant Commissioner on 29th November 1995 after giving his services to various organization such as Ramkrishna Mission, Atomic Energy, Education Society, All India Radio and NABARD.

In KVS, he is known for innovations and experimentations in various areas such as assessment, examination, curriculum development, sports and games and strengthening of pre-primary education. Hand books prepared by him for Primary classes (Targets, Tools and Techniques) and Pre-primary classes (Primer for pre primary) in late nineties are still referred by KV Teachers for guidance.

He has also worked in KVS (HQ) as various capacities such as Assistant Commissioner, Joint Commissioner (ACAD) and Joint Commissioner (ADMN) and has also worked in NIOS as Secretary on deputation.

He has received great acclaim for his training skills and contribution in mentoring, framing training policies and preparation of various course modules.

A commendable combination of Academics and Administration, he has headed Regional Offices like Guwahati and Chandigarh as deputy Commissioner and has contributed a great deal in the improvement of the functioning of the KVs under his jurisdiction

Joint Commissioner (Personnel)
Dr. Shachi Kant joined Kendriya Vidyalaya Sangathan in the year 1995 as Education Officer. He worked in KVS Regional Office Delhi initially. In the year 2001, on subsequent promotion to the next rank he took over as the Assistant Commissioner of KVS Regional Office Chennai and was later transferred to KVS Headquarters and subsequently to the Regional Office Delhi. From there on he was further promoted to the post of Deputy Commissioner and joined KVS Headquarters as Deputy Commissioner (Training). As the Regional Head of KVS Regional offices, Dr. Shachi Kant is credited to have conducted several In-service Training programmes for all categories of teachers and has developed deep insight into areas of schooling and education. Dr. Shachi Kant is working as Joint Commissioner (Personnel) since 08th January 2018. Amidst the administrative humdrum Dr. Shachi Kant has bulwarked his way through poetry and creative writings. His poetry and other creative writings convey such idyllic message and wisdom that it is difficult for anyone to remain untouched. He has published three books till now – (i) The Battle Royale (poetry) (ii) Dil Se Dil Tak (Ghazal) (iii) Zindagi Ke Safar Mein (Ghazal).

Joint Commissioner (Administration)
Dr. V. Vijayalakshmi joined KVS in December, 1995 as Education Officer and served at Mumbai and Hyderabad Regions till 2002. She was promoted to the post of Assistant Commissioner in the year 2002 and served at Bhopal and Hyderabad Regions respectively and also at KVS (HQ) in New Delhi. She was promoted to the post of Deputy Commissioner (now designated as Joint Commissioner) in the year 2010 and is serving KVS(HQ) since then.

Her astute insight into the latest educational trends and administrative efficiency enabled her to rise to the post of Joint Commissioner in KVS, within a short time. Having been a Science oriented person, she applies scientific temper and attitude in solving academic as well as administrative problems. Her innovative ideas have helped her to usher in many teacher development programmes and result oriented trends in student development techniques.

Joint Commissioner (Training)
Dr. E. Prabhakar joined Kendriya Vidyalaya Sangathan in the year 1995 as Education Officer. He served in different offices, viz, KVS Regional Office Guwahati, KVS Headquarters and KVS Regional Office Hyderabad. In the year 2004 he took over as Assistant Commissioner in KVS on promotion. He worked in different KVS Regional Offices located in Silchar, Chennai, and Bhubaneshwar as the respective Regional head from 2004 to 2009. On subsequent promotion to next higher rank he took over as Deputy Commissioner in KVS Headquarters. Dr. Prabhakar holds a Master Degree in Zoology and Ph.D. Degree in Animal Physiology. Dr. Prabhakar in his various capacities has guided the affairs of schools ensuring all round development of schools. He has organized several In- Service Training courses/ programmes for teachers/ Principals. He is known for his simplicity and practical approach to vital issues of school governance.
Joint Commissioner (Academics)
Shri S. Vijaya Kumar joined Kendriya Vidyalaya Sangathan in the year 1993 as Post Graduate Teacher (Bio). He was selected to the post of Education Officer (re-designated now as Assistant Commissioner) in the year 1995 and posted at KVS, Regional Office, Guwahati. He also served in KVS(Hqrs.) between 1999-2004 as Executive Assistant to Commissioner and Vigilance Officer. He holds the Master Degree in Zoology, Education and M.Phil in Isoenzymes (Bio Chemistry).

He was promoted to the post of Assistant Commissioner (re-designated now as Dy. Commissioner) in the year 2004 and posted at KVS, RO Jammu. He also served as Dy. Commissioner at KVS, R.O. Bangalore and Chennai between 2007 – 2010. He is a winner of coveted National Incentive Award - 2009 for Group ‘A’ officers of KVS.

He always motivated and guided the staff working under him for achieving good governance. He is known for his simplicity and transparent Administration. He is a firm believer of team building and working with the team.

OSD (Defence)
Lt Col Vikas Bharadwaj OSD (Defence) is from Army Educational Corps. He is an alumnus of Indian Military Academy, Dehradun. He is M.Sc. (Gold Medalist) in Chemistry from APS University (Rewa). He is B. Ed. and M. Phill (Education). He has been an instructor at Indian Military Academy, (Dehradun) and AEC Trg Collage and Centre (Pachmarhi). The Offr has done two Foreign Language Interpretership Courses i.e. French language from School of Foreign Language, New Delhi and Dzongkha (Bhutanese) Language from AEC Trg Collage and Centre (Pachmarhi). The Offr has served as General Staff Officer at various Formation Headquarters of Indian Army Brigade, Division and Corps. The Offr is qualified Psychologist for SSB and specializes in guidance and counseling.
