Shri Santosh Kumar Mall assumed office of the Commissioner of Kendriya Vidyalaya Sangathan, an autonomous organisation of School Education under Ministry of Human Resource Development, on 1st May 2015. A 1997 batch officer of the Indian Administrative Services, Mr Mall did his schooling from UP Board with 2nd and 8th position in merit list of the Board in High School and Intermediate Examination respectively. He was conferred Gold Medal for standing among top 25 in the National Standard Examination in Physics now recognised as National Physics Olympiad. He did his B. Tech and M. Tech in Mechanical Engineering from IIT Kanpur. He passed NTSE and received National Talent Search Scholarship from 1988 to 1994 and topped UPSC Engineering Service Examination 1995. With outstanding academic credentials, he has got wide range of interest in co-curricular activities as well. He held Student’s Pilot Licence in Glider Flying and was awarded Director’s Gold Medal for best performance in extracurricular activities among IAS Officer Trainees at LBSNAA. At the Academy, he was awarded for outstanding performance in horse riding and also bagged Gold Medal in ‘Management & Behavioural Sciences’ He served as District Magistrate and Collector for a period of more than 10 years in the districts of Jehanabad, Siwan, Bhagalpur, Darbhanga and Muzaffarpur and was known for his effective administrative skills in enforcement of Rule of Law. He held the charge of Vice Chairman, Patna Regional Development Authority cum MD, and Bihar State Housing Board from Dec 2004 to May 2005. He pioneered initiatives for payment into bank accounts under NREGA during 2007 & 2008 during his tenure as DM and Collector of Siwan and Bhagalpur. He later served in the capacity of Additional Secretary Rural Development –cum-Commissioner NREGA from Aug. 2009 to Jan 2010. He held the position of Secretary, Finance, Resources GoB followed by his short duration placement as Commissioner, Siwan Division Chhapra. Under Govt. of Bihar he also served as Secretary, Animal Husbandry, Dairy & Fisheries from July 2013 to Jan 2014 followed by his short duration posting as MD South Bihar Power Distribution Company Ltd. Before joining KVS as Commissioner, he was Private Secretary to Agriculture Minister from June 2014. As an Officer with result oriented approach, he has introduced effective monitoring mechanism at each level in KVS to ensure that students get the best quality education in the system. Introduction of tool for effective supervision of KVs and Regional Offices, institutionalisation of Academic Loss Compensation Programme, Project for Strengthening of Reading Skills among children, Special recognition scheme for KVs under sanitation drive, introduction of Swasth Bachche Swasth Bharat Programme – Fitness Report Card to all students, distribution of tablets with preloaded content in Maths & Science to identified KVs of the country as a digital initiative in teaching & learning have been some of the initiatives in KVS under his leadership. His keen interest in promotion of sports and nurturing of talent in KVs was recognized by the Ministry of Sports & Youth Affairs by conferring “Rashtriya Khel Protsahan Puraskar 2017” by Hon`ble President of India, Shri Ramnath Kovind ji. Earlier, in 2016, he received two awards (i) “Cleanest School Award” (KV FRI Dehradun) by Hon’ble Prime Minister Sh. Narendra Modi ji; (ii) “Silver Elephant Award” – the highest award of Scout and Guide Movement in India by H.E. President of India, Shri Pranab Mukherjee at Rashtrapati Bhawan. In collaboration with prestigious institutes in the field of academics and management, the teachers and Principals have been trained on pedagogy, content related issues, assessment & evaluation, leadership and management related domains for effective classroom transaction and school management. His effort has been to ensure that KVS becomes a pace setting organisation in true spirit. Under his dynamic leadership, the KVS has stepped into an era of transparency and accountability.
